Documentation

Not a bug type error, but Documentation needs to be combed through and updated because the information currently provided is false. Jack Parker reported GC payments on advancing War Levels that was smaller than what is noted in documentation. I can confirm a payment of 17GC for reaching WL11 non a non-FB world, and documentation lists the reward at 20GC. Not a lot, but it adds up over time as each WL appears to be underpaying what documentation calls for. The reported limitations on PvP war declarations is also false, with documentation stating that on the non-FB worlds, players WL7 and up can fight other players with WL7 and up, which I interpret to mean once I am above 7 I can only initiate conflict with other players that are at least 7. Despite that, in a test I was just able to declare war on a WL3 player with my WL11 country. I'm sure there are other corrections to be made, these are just those that have been found and noted so far as they've directly pertained to current happenings in chat.
