DP counter effected by painting

If I cause, say 4DP from painting and then attack a fort, the battle report states the defender lost 4.33 dp from the attack. The current system combines painting and attacking the the "attack" damage.

The country is Eagle on LU if needed.

Painting does not create a newspaper message.

an attack does.
when the attack is done, the number of damage points is computed and added to the newspaper message.
