You probably have some negative stock. For some reason if you have something that your country needs and doesn't get it triggers the auto features when your stock goes negative. I took a country with negative stock your gov't salaries will keep on getting reduced and your state corp salaries will also get reduced. Its a pain but I'm stripping the country anyway.
