Disappearing supply units

My supply units keep disappearing when I've no shortage of workers or medium level managers. Any possible clue to avoid that would be welcome. Latest country where it happened is Commonwealth of Roxan in White Giant

I have had a similar issue, one of my long range divisions disappeared. Frustrating because I've been upgrading it and needed it for conquest.
