Having an issue with stock market (Little Upsilon)

My country is automatically buying stocks for my public corps and i have no idea how to turn this off. i've checked my automation and i have the investment fund off, yet my country keeps doing this. I'm trying to down grade my ownership to 24%.

share market > set portfolio targets. Set those you want to 24% and confirm. Once target reached no further buying/selling will happen.
