Ceo Not being able to build corps in My Country

My Country Gallefrey on WG has a CEO request to build a corp I accepted but it is not being built and this is not the first time that has happened either. Same CEO build a Corp in my other Coutnry(Asria) with no problem.

Also might be affecting his wanting to bid(buy) corp of mine
