War level problems

I just started and i took over 2 countries, one at war level 1 and one at war level 2. When I canceled the first one, my war level stayed at 1 but when I canceled the second one, my war level dropped to 0. Why does that happen? My country is Heiliges Roemisches Reich on White Giant.

It just happened again. I took a country at war level 1 and when I canceled it, my other country's war level dropped to 0.

Be sure when you start to fight a country that you select to fight it at the higher level because you can fight them without that option where its easier but you dont get the increase in war level.
