2 hospitals April 01 3619
2 hospitals February 01 3619
(still not here!)

maybe haven't been in surplus at the time of buyorder, which is when the estimated time of building is created?

Did you check the market for hospitals?
is there a significant shortage?

Did you check the market for hospitals and do you have the doctors, and nurses to work in these hospitals. You need to check the education priorities page. It is probably the most important page in the game.

There is no problem at all with hospitals.
If they are available, and the workers they need are also available, you will receive them and keep them.
