War Index not reducing

Has anyone seen where at times when attacting an active country the WI does not drop when destroying certain targets namly forts. It seems that the amount started with and the amount left to destroy on the "How to win this war page" are different with the amount left showing more than the amount started with. This has happened twice.
GM can you look into this.

Check the war index report on the war page.
it shows you exactly how many WI points can be won with each type of target, how many you achieved and what is left.

With all due respect I know that. The problem is that the screen shows more of a particular target left to destroy then the started amt of that target. For ex 61 forts to start 91 left to destroy. Because of this you must destroy 30 forts with no reduction until you see a reduction in WI when you destroy starting with the 60th fort. This has happened twice and it seems to isolated to the forts.

that can happen with forts but you should destroy them all anyway and you will get the max WI damage,
and you need it.
