Air Base Construction Unit (Little Upsilon)

An air base construction unit is indestructible. It cannot be targeted by a country that is at war against the country where the construction is taking place. A sneak attack against the country that is building it does zero damage.

It seems unreasonable for the game to have indestructible air base construction units.
