Naval units

After setting up Naval Fleets with plenty of Supply Fleets they all of a sudden they are dismantled and weapons are deactivated this has happened more than once I have plenty of Naval Maintance in stock as well

A reason must have been given for this.

It can happen if you have major shortages of materials the navy needs like fuel, military supplies, ammunition.
