Facilities not building

Water Treatment Facilities are not being built in my countries (United Federalists on While Giant is leader) for the last few months. I know there can be a backlog, but the countries keep ordering on auto, and none are being built at all.

Same with roads, I'm backlogged by about four months in most my countries

For the love of god, turn the auto off.

There's a shortage, you need to purchase immediate orders, if you don't want to wait. This is what happens in shortage. It's normal, not a problem.

Please check the market.
Let me know if the is large supply of roads and water treatment facilities and none are delivered.
