Received two airports when creating Air Transport state corp

I just created a new Air Transport state corp and found that I received two airports. Do not know if I was doubled billed.

Before with that corp, I received 1:1 ratio. I now have a country with 7 air transport corps and 8 civilian airports.

Country is: "Auxland" on LU.
