Building natural resource corp even if none is present in country

When you play as a country and try to build a corp for a specific natural resource in your country you will be prompted with a "Sorry, you do not have x in your country." The build menu does have it greyed out, but if you go to the page manually with the "&miProduct=118" set for a type (Sand in this example) you get that error when you try.

However, when you play as a enterprise, going to the page for a specific country and product, you are NOT prompted with an error if the country does not have the resource. It's fully possible to order the corporation with emplyees and all.

In the end the corp doesn't get built, it never appeared in the country. Probably due to the lack of resources. But there was no message or notification about it.

Are you then using the game interface or are you typing in the html text?

I need an example with the name of the resource, the name of the world and enterprise and the name of the country where you try to build.

typing html most times fails.
it circumvents many functions and controls and results are undefined.
