Game Level

Defense index "needed for level 4" : 40, mine has been at 61 for days now but there's still the little red cross and country is still at level 3.

Set yourself to a peaceful empire in the game level screen and you won't have to worry about defence index. However it will make it more difficult for your non defence indexes.

I was at game level 4. I was about to build a corp, when i realized my game level dropped. is this because i took away my military units to enterprise to save money?

Check your index's page, it will show you what you need to improve to get back to level 4. My Employment index just dropped me a level.

If you are using the "full game", rather than the "peaceful" game level system. And using the defence index, instead of war level, to level up your empire.
And you took your military out of your country. Then yes, that would likely be the cause of your level drop.
