Portfolio target

My enterprise portfolio target doesn't do anything. I've set some shares I want to liquidate to 0, and 12 game months later it hasn't even tried to place them on the market. It seems to be behaving probably at buying shares, but that is FAR less immportant to me. I don't know what other information I can give. I checked the targets at a later date and they were still set right.
