Air Transport Units

Hey Andy, just want to let you know that air transport units do not supply themselves unless they have orders to do a mission. They will go deep into negatives for fuel and supplies. This results in spamming messages in newspaper about insufficient supply. As soon as they are given a mission, they resupply themselves. They should function like supply units and always keep themselves topped up.
