Where are the Civilian Helicopters?

There are Civilian Airports and Civilian Airplanes, both of which have their owncorporations. There are also CivilianCargo Planes used for sending Relief Resources--they also have their owncorporation.

But, there are no Civilian Helicopters.

When our country The Independent State of Helena had a Large Earthwuake...there were NO HELICOPTERS AVAILABLE FOR RELIEF RESOURCES. Our country has a Civilian Airport, but stillcannot get any Helicopters.

The helicopters you need for disaster relief are defensive military helicopters, not civilian.

There are NO MILITARY BASES NOR MILITARY AIRPORTS IN OUR COUNTRY AND THERE SHOULD NEVER BE. THIS IS BROKEN AND NEEDS TO BE FIXED. HELLO.
