Create an off-topic forum catagory

To build community, and not to clog the General Forum with such posts, please create an off-topic forum category. Chat kinda catches some of this, but you can't always catch people you would like to reconnect or shoot the breeze with there, and have a back and forth conversation as intended.

A good example of things I might post there is I still haven't been able to reach the "Wicked Lady". We could ask in general about how "real-life" things are going etc etc.
