War levels

what are your guys take on war levels personally I think we don't need them because I think any polite respectful player could avoid war by being active and making friends and joining feds and maintaining there countries thus making what I think would be a better world and all you people who bitch about scaring away newbs are dumb because when I first joined the first thing I did was plan an attack on a large empire who had a country in my region so I could get resources and I was bummed when I figured out it wasn't possible
