I need nurses, doctors, sen docs in exchange for low lev workers and also if anybody can offer advice on why i have 200+k low lev workers unemployed yet they wont take low lev jobs, WHY ?

Though i would like to trade with you, it seems you need low level workers yourself.

You can look at Education priority to see what professions your country really need.

Your low level workers wanted to take the jobs but the corporations won't hire them because they couldn't find high tech engineers to work with them. When you set up new corporations to get them to work, these new corporations poach the high tech engineers from existing corporations causing a shortage in high tech engineers.

You need to make sure that the corporation has enough people from all worker categories. If a corp can only get 70% of higher tech engineers, the corp will only be willing to hire 70% of its low level workers also.
