Couple Questions (White Giant)

1. SC recommends raising hospital index above 'needed level'. Does this raise life expectancy or any other aspects?
2. SC recommends raising Elem-High schools above "needed level" thus creating flexibility in job market. Considering I can already shuffle workers via Educ priorities and demotion, what benefit could I possibly gain from this?

having a higher edu. index will allow you to more quickly adjust to different needs you may encounter. For instance your need for medium level managers in time of war may sharply rise due to buying or activating of weapons.

As far the health index, a higher index will support a higher population. The higher your index is the more population you can have with the birthrate still exceeding the death rate. It takes a very high index to support more than 80 or 90M people.

If your Health Index gets too high you will precipitate a retirement bubble which will take 30 - 50 game years to hit. Your SimCitizens will all live much longer, but still retire at 65. That will cause higher expenditure in pensions and adversely affect your Finance Index.

It will also mean, if you are maxed out on population (75 - 100M), that more of them are not working, which will cause ongoing worker shortages in the long term.

If your HI is above around 150, I recommend not going higher than around 5 points above what you need to stay at your existing level, or get to the next one. For those who are going for level 7 ... 185 max.
