Doubt anyone will sell a random player nukes. You should join a fed and they might help you

I would sell you a few on LU but that type is not easy to deploy. You need to be able to create an entire strategic carrier group. See if you meet the other requirements of that unit which requires a number of other surface ships, aircraft, and a significant amount of ammunition of various types.
