Yes CEO's can buy state and enterprise corporations owned by other players however, you pay an extra premium for them. Unless it's something you really, REALLY want, you are better off building or buying from C3's.

If he's truly inactive eventually the country will revert back to a C3 if you are quick you can buy them then without the premium once that happens.

You can't move mining corps though.

When you buy a mining corp, you are spending money on something that will eventually run out of resources to mine and simply close. This is a feature that has been added since I played last which I'm not fond of.

The only way I've discovered a use for mining corps now is:

1. Buy the smallest amount of controlling shares and use it in your common market.

2. Build it yourself and take it public selling off all the shares before it closes.

But that's just me personally.
