Zero Tax Empire open to CEO Corps (White Giant)

I'm going to alternately open and close countries in my empire to CEO corps as I have the personnel. All my countries are zero tax. Here is the start of it:

Napoli
Welfare 115
Can take 4 or 5 corps

Milano
Welfare 108
Can take 3 or 4 corps

Carpathia
Welfare 129
Can take 2 or 3 corps

Please NO Space Corps.

Will post here as I close these and open others depending on personnel situation.

Milano is set to zero tax (and will stay there) but may not be down to zero until Friday evening.
