High Level Worker Education Priority

High Level Workers do not have any education priority. It is assumed that workers gain quality through experience and in time, go from low level, to medium level and then, many move on to become high level workers. HLW are a certain percentage of the population. If you see large shortages of HLW, you can use the conversion function and change the profession of some workers into HLWs. This could be done if you have too many engineers, or teachers etc.
