Countries can exchange some of their population into gold coins. This can be done on the cash market and there are many takers.
Only population above 45 millions can be exchanged and the expected revenue is about 5 gold coins for each million in population, above 25 millions.
The expected value of the population is 5 gold coins per million of population less 25 millions.
