thanx serpent, ima work on it. but do u know if that i have alot more uni's(higher index then hs and elem) that it will help convert all the low lvl workers or am i just stuck with all of them?

In the long run, a good education index (200 seems like a good number; remember that education index is equal to the lowest of your elementary/HS/university indexes) and appropriate education priorities will solve most worker problems....

But, sometimes if you end up with a lot of low level workers (or if you are impatient :P ), it's best to invade some C3s and trade your LLW out for other kinds of workers/professionals.

I'd say 150, at 200 you can't keep HLWs. Period, you'll actually go into negative increase there.

I've got a country with a 211 Education Index. It stinks sometimes, but I don't want to close anything.

After a point, the most sensible solution concerning unemployed LLWs is to build corps which require high levels of them.

To provide jobs for LLWs, I keep 25 cement corps in one country. They produce cute profits too.

You might be right about the 150 education index thing. I've had minor HLW issues for a while. Recently I've been experimenting with lower priorities, but a lower index probably makes more sense.

Thanx guys, for the info, i appreciate it. So how about i try ~180(index) of unis, ~175 of HS, and ~145 of elem, if my index is going to be the lowest of the 3. Ya think this will work?

@Camulos: I feel that I definitely am right on the HLWs, unfortunately. Nothing more fun than direct observation sometimes.
