my rank just sporadically dropped the moment I did one thing you told me too. i lowered my salaries, got rid of 8 universities, and lowered my social security and went from top ten to the four hundreds.

You can pretty much say goodbye to your SC aspirations with that rank for some time... Unless you are chosen randomly.
